[Wayland] fix BigWheels when scaling is enabled.

Wayland support was just recently added with https://github.com/google/bigwheels/pull/442, but Wayland scaling is not completely supported. If the scale is not 1, the frame becomes smaller than the window, leading to a weird window being shown.
