Support scale constraints with vectors

Currently we only support scale constraints for frames and rectangle vectors. Arbitrarily shaped vectors that follow a path stay a fixed size when their constraints are set to scale. The first pass at fixing this caused a lot of regressions, including many of the telltales being rendered at the wrong scale.
