Allow auto pause and resume functionality for LiveUpdate.

Right now LiveUpdate is being called every 5 seconds which in a long running sessions gives "Too many Figma calls" error. Please allow Liveupdate to auto pause after a certain timeframe and allow devs to resume it via the LiveUpdate Interface.
