Total localChanges is not uploaded after 1st batch of upload.

Describe the bug While a batch is uploading, new LocalChange entries can be made. The total LocalChnages being uploaded should be updated every batch.

To Reproduce Steps to reproduce the behavior: Try creating a new patient while uploading lot of resources. Observe the progress.total not being updated.

Expected behavior total requests should be updated every batch owing to the possibility of new LocalChange entries.
