Don't understand how to install for Windows 8.1

I have a Windows 8.1 and I do not understand how to download the above. Please give step by step instructions.

I do not understand how to install or run using Windows 10 either. The information coming from Android Studio leads to this repository, with sketchy information on running a silent_install.bat script it never mentions where it is. Downloading it from here and running it doesn't work either.

It's somewhere near the C:\Android\Sdk\extras\google\Android_Emulator_Hypervisor_Driver path...

I.e. Android Studio should be installed first.
