For me, it was located in here
C:\Users\[USER]\AppData\Local\Android\Sdk\extras\google\Android_Emulator_Hypervisor_Driver

But I think running it from there would not solve your issue in this particular case.

Unzip gvm-windows_v1_7_0.zip file from the release link, there it is the silent_install file

@Brees-T you are right, but don't fix the issue to Windows 10.
