Investigate supporting TOLERANCE on non-eq comparisons

In AmberScript a tolerance is only allowed on EQ buffer comparisons. This mimics the VkScript behaviour where it is only used on =~ comparisons.

Do we want to allow NE tolerance comparisions (or < >, etc?)
