FLEDGE: Creative scanning

In the FLEDGE for RTB explainer, it suggests that exchanges could provide an API for creative submission to be scanned, and gives a simple example of how that might look.

For this purpose, consider the already existing OpenRTB Ad Management API, which could be improved as needed to support this scenario.
