Dovekey: anticipated limits and reasons for limits on the number of entries in KV server

On the Web Advertising BG call when Dovekey was first discussed, questions were raised about scalability. #14 discusses this as well.

One answer was that significant coverage can be attained with a more limited set of keys. Do you have any estimates for the scale a KV server would be expected to support? Are there any currently unstated non-monetary/cost reasons to limit it?

We are working on the estimates for the scale of the KV server. For your second question, we assume that monetary/cost would be the primary reason to limit it, for both storage and usage costs.
