[meta] Reporting bugs guidance
I hit a panic yesterday with the artifact component, but noticed there is no document or issue type for bugs (among other command classes, like gaps in docs)
Wanted to open an issue to start the discussion
I'll put together a minimal reproducer of the panic in a separate issue, which is something I think is valuable to have in bug reports, but not necessarily always a requirement (so as not to have reporters churn from overbearing forms / inputs on initial reporting, can be added later as needed)

Why is this a duplicate?
The repository lacks documentation and/or templates for people in the future. That's what this issue is meant to address
Definitely, we'd need to improve it here.
- I've sent https://github.com/google/adk-go/pull/286.
- After that PR is merged, I will add Issue templates for Bug, Feature, Blank Issue and Security Vuln.
- Labels for issues exist already. We will label the issues during triage process.
As an extra improvement for later, we'd add a bot which will do initial triage and labelling.
