macos x installation

is there any special handling for mac osx; plc_wrapper_main is an elf file that is not compatible with mac osx

Reverb also does not work on mac osx which is part of the tf-agents package. Using Docker is the best option. We have docker build scripts located here and some hints on using the docker images here.

We need to update the readme to make that clear. I will keep this open until the README.md is updated.
