Add (`release-please` and so on)-version-information in the GHA log?

TL;DR

I'd like to suggest that the GoogleCloudPlatform/release-please-action GH action prints more "version information" in the logs. This might facilitate bug-reports/feature-requests in https://github.com/googleapis/release-please/issues related to the GHA.

Detailed design

To be more precise, the release-please issue template requests these Environment details:

• OS
• Node.js version
• npm version
• release-please version

which, AFAIK, are not directly available from the log of a GoogleCloudPlatform/release-please-action run.

@erikmd the upstream release-please dependency does have a verbose mode I believe, which can be used to help debug.

We could expose this.
