Flicker free robust terminal rendering

With a few targeted features we can turn Ink into a robust platform for flicker free Gemini CLI rendering. Core features needed:

maxHeight property to ensure content never overflows
extensible text measurement so we can avoid jagged edge box issues
Nice to have: full scrolling support
Incremental rendering to reduce flicker when updating UI

guys again back the flickering / crazy scrolling in the console with the latest version this is tedious VERY.

I'm making good progress on a private branch fixing all of this e2e. Fixes are less composable than I would like but the E2E results are looking extremely promising.
