Fix test case for dnc util_test.py for TF <=2.5 ,typo and link

Changes addressed:

  • In DNC, util_test.py, assertRaisesIncompatibleShapesError is present for TF>=2.5 .Added conditions so that TF<2.5 test case is passed. (assertRaises)
  • Typo and link correction in dnc control.py
