Julia test taking over 5 minutes

The Julia test is currently taking an excessively long time.

We should reduce this.

Hi @lanctot , does it happen only today (or yesterday)? I note that [email protected] just got released yesterday. I'm not sure if it's related or not. If so, maybe we can pin it to an earlier workable version first.

I think we're still only testing with v1.6.1 ...

Just a note that https://github.com/google-deepmind/open_spiel/pull/1380 (which includes https://github.com/google-deepmind/open_spiel/pull/1379) should fix this. Will resolve when those are merged.
