Persistent settings & settings before model loading

Is your feature request related to a problem? Please describe.
I wish the settings were persistent. Also I want to set the settings before the app tries to initialize the model. Because If I want to use gpu mode. I have to load first in cpu mode then switch to gpu mode which is twice slow
