Hpa compatibility issues

Currently, the version of metrics-server we use is 0.3.6, according to https://github.com/kubernetes-sigs/metrics-server Compatibility list.

Higher versions of clusters may cause automatic scaling to become unavailable, so you need to upgrade the version of metrics-server
