`NoProposalConfirmed` event in the Service API

Currently NoProposalConfirmed event is emitted only when using Task API. Is there a reason behind this?

NOTE: the logic behind this event should probably be moved from yapapi.Executor to yapapi.Engine, not duplicated in the Services.
