Hide "yagna payment init" as a explicit command on Privder side

On Provider side: We want to remove "yagna payment init" as a necessary step in Yagna configuration and make it call indirect. For instance during making Allocation

Acceptance Criteria:

• Hide "yagna payment init" command from CLI
• Verify when "yagna payment init" is called
  • In such cases make sure that "yagna payment init" is called indirectly without interaction with user
• ya_provider should not require "yagna payment init" and should be independent from Account Endpoint
