Platform-independent build scripts in app manifest

App manifest build instructions should work on all platforms.

Some ideas:

• https://sagiegurari.github.io/duckscript/ (used bycargo-make)
• platform-specific override of (some) steps

This is probably going to be a no-op by having embedded templates and very simple agent templates, but keeping it open for now
