"PolygonOfCellUnionBorder" (i.e. "InitToCellUnionBorder(…)") for `Polygon`

Took a shot at this, but I'm not sure about the polygon building. Needs code review and thoughts. Noting the absence of S2Builder from C++ so it's not a clear/direct port, but could discuss ideas.
