gerrit: add ListChangeComments method

The change adds a ListChangeComments API to gerrit to bring the functionality at https://gerrit-review.googlesource.com/Documentation/rest-api-changes.html#list-change-comments. The API is flat under Client following the model of existing APIs here.

This PR is being closed because golang.org/cl/221614 has been abandoned.

Thanks for working on this.

The golang.org/x/build/gerrit package comment is now more clear that its scope is to serve the current needs of the Go project infrastructure, and that other general-purpose Gerrit API Go clients should be preferred for other needs.

Closing since this functionality is already available elsewhere and isn't needed for x/build at this time.
