Can I restore Images deleted by retention policy but cleanup has not executed yet?

yes, you would need to do it on the database level..

The artifact_trash cannot used to recover the delete artifact, you have to repush the image to recover it.

Based on my understanding, the metadata in artifact_trash is not sufficient to fully restore the original data. It appears to be designed to support RETENTION and GC COLLECTION processes, and only includes essential information relevant to those tasks.
