Implement new adopters style

Hi all,

the current adopters https://github.com/goharbor/harbor/blob/main/ADOPTERS.md is not structured and clear enough also is not consistent with the one on the web site: https://goharbor.io/community/ which lists users and partners.

I want to implement new way of representing this information similar to: https://github.com/dapr/community/blob/master/ADOPTERS.md

which has badges of implementation level + blogs about the implementation

We will store that data at one place only and it will be rendered on the web site and in github

also we will create better definition of partner as of now we don't have any.
