Harbor-portal:v2.5.3 is using end of life nginx version 1.19.3. Please check - https://endoflife.date/nginx

It uses the default nginx supplied in Photon 4.0 tdnf repo:

  • https://github.com/goharbor/harbor/blob/v2.5.3/make/photon/portal/Dockerfile.base
