Replication of Helm Charts for Azure ACR provider

Recently Microsoft implemented support to Helm Charts in Azure Container Registry. https://docs.microsoft.com/en-us/azure/container-registry/container-registry-helm-repos

Harbor already had support to replication of Docker images for Azure ACR provider but not to Helm Charts.

At least the replication of helm charts stored as oci artifact should be supported, as this is the new default of helm 3.8+ (current).

+1 For this feature request. Currently only replication of images is supported but also replication of other OCI Artifacts should be possible
