Support deployment of non-default Harbor versions

This current harbor version "constraints" seem to only allow deployment of the latest minor version: https://github.com/goharbor/harbor-operator/blob/b600049bc4c9e42b9e741060931f7059fb7070ed/pkg/version/version.go#L68

This constraint seems a little too strict. Is it a legit usecase to use a newer version of harbor-operator to deploy an older version of harbor?
