Background

Fractal founder, or later the council, should have the ability to access a dashboard to help curate the community and eliminate spam. A chain cannot distinguish between spam and legitimate use, but there could be subjective criteria by which some activity is considered a spam attack.

Requirements

• Dashboard to monitor actions, take action against to spam
• Log of recent high-activity account actions (configurable threshold)
• Ability to freeze an account & downstream accounts
• Consider auto-freeze after configurable rate of transaction
