Issue description

In 3D, in the previous versions, you could press Ctrl + 2 to open two splits in the 3D workspace. It no longer works in v4.4.rc1.official [8ed125b42]

Steps to reproduce

Create a new Node3D. Select the Node3D in the 3D viewport Press Ctrl + 2. It worked in 4.2 and 4.3, but not in v4.4.rc1.official [8ed125b42]

I've disabled numpad emulation and confirmed this does fix the issue for me.

Don't know if it's worth at this point, but I'm gonna add some weird behavior I noticed with this bug.

With Emulate Numpad on, Ctrl + 2 through 4 doesn't work, but if you use your mouse to press a button on the top bar (let's say "Use Local Space) and leave the mouse cursor there, then the shortcut does work even though Emulate Numpad is on.
