Specify jinja2 max version to avoid warning

While running pip3 -install r requirements.txt, it initially warned that jinja2 was too new to work with sphinx-tabs.

Initially, I ignored this warning, and --- while it did not cause any issues --- it left me with the impression that my build setup might fail in some unknown way, and it's an easy warning to remove.
