New plugin: `externalContributor`

Write a plugin to post a configurable comment when a PR is opened by someone who is not a contributor on the repo.

@decompil3d where you just thinking of a .env config for this?

Any config should be set in the plugin config (can be specified in pullie's own config via .env, or in org-level or repo-level .pullierc files.
