Fix awkward featured project card layout on small device screens

The featured project links each rendering inline, and when the card is more narrow than both links they wrap in an awkward way.

Proposed solution: All rows should contain either 1 or 2 cards – you decide which looks better. The bottom buttons should probably expand to be full width of the card.
