Update engines in package.json to only allow Node version 14.x.x.

Describe the bug:

When using node version 16 LTS, errors related to not finding correct packages are reported when running npm install. While updating these packages may resolve these issues, the simpler solution is to ensure the developer is using the current available

Resolution:

Update engine configuration in package.json to only allow Node 14.x.x. (until we have a fix for Node 14+)
