ISBAT add a true parallax effect to background images

Alongside the Fixed Background setting for background images, it'd be nice to have an option to enable a parallax effect for background images.

Hey @uamv, that's definitly on our radar. We explored this a couple months ago but didn't come to a performant enough method (within the editor). I'd like to give it another shot though. 👍
