New Block: Search Overlay/Modal

Full Site Editing work is currently underway in Go and as part of the transition we are losing the search button in some of our header variations along with the search bar overlay that displays when the search button is clicked. I think CoBlocks would be the best place to build this functionality as the core/search block does not provide similar functionality.
