Cannot enter Plan Description immediately after creating a new Access Plan

Reproduction Steps

1. Edit an existing course
2. Under Access Plans, click "Add New"
3. Try to click inside the editor for Plan Description

Expected Behavior

Allows you to type in a plan description

Actual Behavior

Cannot click inside the plan description editor

This issue has be recreated:

• [ ] Locally
• [ ] On a staging site
• [ ] On a production website
• [ ] With only LifterLMS and a default theme

Browser, Device, and Operating System Information

• Browser name and version
• Operating System name and version
• Device name and version (if applicable)

Workaround is to save the plan and then re-edit
