feature: balance at a specific block number

Firstly thanks for web3, its a very useful tool.

One thing I could use is for the balance command to take a parameter of a specific block number, to look up historical balances for an address.

That's something that could be added pretty easily I think, the only issue might be that you'd need to run that against full archive node for that to work.
