Thread Accessibility Messaging

This adds messaging for new user join about accessibility and Slack threads. It also adds a @gopher trigger for the same message.

Not sure who generally reviews these so I looked at a couple and it seems @freeformz does these things sometimes. I was also talking to @theckman about this previously on Slack. This is why I have two reviewers.
