Style: Backdrop is overlaying

Describe the bug When two popups are open, the backdrop is overlaying and dimmed with each popup.

To Reproduce Steps to reproduce the behavior:

1. Go to admin
2. Navigate to Directory > Users
3. Click any user
4. Add to existing group
5. Add group (+ button)

Expected behavior Only one backdrop
