Select All Checkbox in "Select permissions to assign" seems broken

Describe the bug When using the seach in the "Select permissions to assign" windows to narrow the permission and then using the select all checkbox. Only Permissions on the current page are selected, not all. Switching to the next page the box is still selected but nothing is selected there.

To Reproduce Steps to reproduce the behavior:

1. Go to 'roles'
2. create or use one of the Roles
3. click on Permissions
4. Assigned global permission
5. Assign permissions
6. "+"
7. use the select all box on the top left
8. switch to next page
9. See error

Expected behavior I would expect all permissions get selected
