Auto launch steam if not running

Add a check if using a Steam account to launch steam if it's not already running.

It maybe easier to just set Steam to auto-start or (if Linux) make a shell script to start them both. The issues I see with this feature are that it would be:

• Broken for Flatpak users
• Redundant to Deck users
• Irrelevant to half the remaining users

If we're talking XLCore, a notice to the user might be a good idea. SteamAPI_Init() just kind of fails and throws its arms up.

Would be nice to have since now there is a dedicated launcher for linux so there is no real reason not to add this.
