DIP17/GitHub Actions: on merge

When a PR on DalamudPluginManifests is merged, the following should happen:

  • the plugin artifact is built one last time using the GitHub Action (#873)
  • the resulting artifact is pushed to DalamudPlugins on the appropriate channel
    • also, maybe the final JSON as a separate file. We can update the plugin master regenerator to scan ZIPs instead for JSONs, but it's really up to us how we want to tackle this / which one is cleaner.
