GOAT-Core: Extend projects db model to save basemap URL / info

Once selected, a basemap is not currently "remembered" after exiting and reopening a project. Info or a URL for the selected basemap should be saved to db and returned to the client.

Note: This also needs to be used by the thumbnail script.
