The example docs show `lint-skip` being used with id numbers, that I couldn't find anywhere, even after looking at the source. I tried using names, ie: `no-changed-when`, and that worked....

I have tried all the steps that are mentioned in the https://go-vela.github.io/docs/installation/ but I am not able to setup as the instructions only link if you have real IP Addresses....
