elaborate why tag event is not enabled by default
Description
Currently Vela doesn't enable a tag event by default, but there's no documentation on that behavior.
Value
Some Vela user might be confused why there are no builds happening on a tag event, although that is being called out on the audit page. Having a resource that calls out why this is not enabled by default will help clear up confusion.
Definition of Done
Documentation was added to explain which events are enabled by default and/or what events are excluded and why, including by not necessarily limited to the tag event.
