Exterior Polygon missing, interior Polygon handed as exterior Polygon

Weird bug: We get an exterior polygon on the ocean layer, which is clearly actually supposed to be an interior polygon, while it's exterior Polygon is missing, leading to this result:

@FelixCali thanks for providing the pbf file on the issue. What water dataset are you using that's causing this? I want to hunt down the offending geometry so we can turn it into a test case.
