update to react 18 and switch to maplibregl from mapboxgl

This pull request is to update the Fresco app to utilize the latest maplibre-gl and maplibre-gl-style-spec to enable the app to move away from the mapbox-gl dependencies pinned to the now outdated open source mapbox-gl v1.13.2. While updating to maplibre, the react libraries were also updated to the latest react v18.2.0.
