Please implement target-whitelist

Hi,

it would be nice to have the option to blacklist all metrics and whitelist a few chosen ones. I might come up with a PR at some point, but I have the hope that you are faster ;)

Are you talking about tagged or plain series? Do you want exactly the white list of targets? I had a thought to make a white list of prefixes for plain series.

It would also seem convenient to be able to put these settings in a separate file (essentially conf.d) with reload for HUP.

I'm only talking about plain series for now. Just an option like the blacklist, which takes regexes...
