[Feature Request] Ability to use replica for x% of reads

Describe the feature

A configuration (or Policy?) to route x% of read traffic to the replicas. The other traffic would be routed to the primary node.

Motivation

This is useful when evaluating the performance of a new replica or network configuration. In these scenarios, you may only want to impact 1% of traffic.
