Use users gpg keys to encrypt the emails to this user.

Feature Description

If Gitea has the required gpg public keys related to the users email address, why not use them and encrypt the emails send to that user? Of cause i would add a checkbox to turn that feature off for users that do not want that.

Signing those emails with a key of the server might also be interesting.

I would definitely use that feature and i know some other people that agree.
